Roof Damage Inspection

To All Association Members:

Reports of Roof Damage

It has come to the Board's attention that we have had one roof severely damaged as a result of hail damage.

We believe the hail storms we had on 3/2/12, 3/5/12 and 5/29/12 may have caused damage to more than one roof and as a result, the Board has filed a claim with CAU, our insurance company today.

CAU will send out within the next 2 weeks an independent roof adjustor to look at all the roofs in our complex and report back to us. Please do not interfere with their inspection of all our roofs. If it is determined that your roof has been damaged you will be notified by us and we will let you know of further details regarding the repair/replacement of your roof.

We will notify you of date certain of inspection when we know, so you can leave gates unlocked for access to your roof.

The Association is responsible for the repair or replacement of the roof, and the members will have no direct expense for any repair or replacement.

On another note the Village of Ashwood located off of Shallowford Road also experienced severe hail damage to their roofs and are currently in the process of replacing roofs on 86 units.

August Board Meeting -Vote on HOA Dues Increase

At our next Board meeting on August 29th, 2012 the Board will be voting on an increase in the monthly HOA dues.

The HOA dues for The Gardens have remained the same since the first units were constructed, $130.00 per month. When the Association took over from the developer we kept them the same for the past 3 years.

We can no longer pay the association bills at $130/month per unit.

All of our HOA expenses have increased and we now need to adjust the budget to reflect these increases as well. For instance, next year we will have a 28% increase in our water bill. And we will be adding termite coverage to each unit next year.

One of our biggest expenses is our monthly contribution to our reserve account. If we can't cash flow our bills, then we can't make this monthly contribution. The reserve covers future depreciating assets such as roofs, streets, and outside painting.

We have based the budget on 124 units paying instead of 129. Each month about 4-6 units fail to pay their HOA dues. While some eventually catch up, others have filed bankruptcy or not paid until they have sold their units. In some cases we have sued and attached leins on their units, but again we don't get our dues until the unit can be sold.

We have done some research of HOA dues on other condos and townhomes for the East Brainerd area. The results are as follows:

Villa's at Shallowford Trace, $169/month (pool)
Village of Ashwood, $225/month (pool)
Council Fire, $312/month (pool is extra) - the fees cover exterior maintenance, HOA Insurance, termite treatment, all yard work and water for lawns.

The following complexes charge from $50 to $106 a month which covers lawn maintenance only:
Savannah Place, The Trails, Channing Creek and Hickory Manor.

We are still the least expensive in our HOA dues for our area

Dogs not on leashes and running around freely

7/2012

The Board has received many complaints of late again regarding dogs not on leashes and running around freely.

If you own a pet, PLEASE be sure that pet is on a leash! It prevents, among other things, dog fights between dogs leashed and owners trying to control their leashed dog when an unleashed pet is around.

We constantly get reports of tenants/owners not picking up after their pets. We have 4 "green" receptacles for this purpose (3 on Callaway Court) - (1 in the back). We try to keep them filled with plastic bags. Please use these and properly discard of them at your residence if you don't carry your own. (Also, feel free to save these bags yourself and help stuff bags in some of these receptacles to help out in your neighborhood)!

The back corners of our property and the right side of the complex near the retention pond area is not excluded from any of this. When the wind shifts unit owners close be are mostly affected by the distasteful smell of unpicked up poop.

IF YOUR DOG POOPS, YOU SCOOP!!

Please do the right thing and be considerate of your neighbors. It is also one of our HOA rules - Rule #17 so please be sure your pet is leashed and poop is properly disposed of.

Your neighbors, our lawn service and the Board thank you for your attention to these matters.

Jerry W. Jenkins

4/30/2012
Jerry W. Jenkins, 58, passed away suddenly Friday, April 27, 2012. Jerry was the owner of The Watchmaker at Hamilton Place and will always be affectionately remembered as the "watchmaker of Chattanooga".Jerry spent his life being a friend to everyone he met, and he never knew a stranger. He was a humorous and wonderful man with many talents, and he will be greatly missed by all who knew him. Jerry would want us to rejoice in his life and focus on the numerous wonderful times he shared with family and friends.
 
Jerry was preceded in death by his parents, Victor and Eunice Jenkins.
 He is survived by his devoted, and loving wife of 30 years, Ursula Wright Jenkins, Chattanooga, Tenn.; a brother, Gene Jenkins; and numerous nieces and nephews.
 
 He was devoted to his parrot Gemini, and loved his bird as much as the bird loved him.Jerry was a dedicated member of the Elks Lodge. The family requests that in lieu of flowers, memorial contributions may be made to the Chattanooga Elks Lodge #91 in memory of Jerry. 
 
The family will receive friends Wednesday, May 2, from 4-6 p.m. at Heritage Funeral Home, followed by a short memorial service at 6 p.m. to honor Jerry's life. Safety Alert

We have been notified that the neighborhood next to us, Heritage Green, had a few car break-ins last night.
If you park outside, please keep your vehicles locked up and valuables out of sight, such as GPS units and radar detectors. If you must leave it in your car, put it in the trunk.

 Keep your garage doors down and your courtyard gates closed/locked.

As usual, if you see anyone that looks out of place please call the police at 698-2525 to report suspicious activity. Do not approach them yourself.

If you feel threatened, call 911. Again, DO NOT APPROACH ANYONE.

Also as of late we have had a lot of speeders. Don't know if its you or visitors, but..... Please SLOW down, watch for walkers, bikers...........

HOA Vendors for 2012

TO ALL UNIT OWNERS/TENANTS:

In an effort to keep our HOA dues at $130 and still provide excellent services at reasonable prices, to the Association, the HOA board and Landscape/Lawn care/Maintenance committee has once again accepted bids within the past couple of months for all vendor/services and have selected the following vendors for the contract year, 4/1/2012-3/31/2013:

Turf Builders - landscape/mowing services (same provider as last year)
Burt's MasterCare - garbage service (same providers last year)
LadyBug Exterminating - Pest Control (new provider)

While we were pleased with Enviroguard Pest Control services for 2011-2012, LadyBug Exterminating came in with a highly competitive price and for business reasons, we have selected their services for 2012-2013 contract period.

The time frame for all services remain the same. Thursdays remain our designated day for lawn mowing, garbage and pest control and LadyBug Exterminating will come spray for pest control the 3rd Thursday of each month, so, as usual, please keep pets put up and gates unlocked. Also, as customary in the past please e-mail Ursula at Ursula@epbfi if you have any special requests which need to be presented to our vendors, as well as any problems which need to be addressed.

As we are getting into Spring and warmer weather, more people are walking. Please do your part to keep your pets on a leash, trash picked up. We also have the Easter holiday (April) and Memorial Day holiday (May) coming up. To ensure visitor parking is available to all Gardens guests, and per our HOA Rules and Regulations, please be sure you park your vehicles in your garage or driveway---not visitor parking or the streets, alleyways blocking emergency vehicles.

Many of you have met Tim Morgan, who the Board hired last year to complete regular maintenance issues for us. He has done a very good job for the association and if you need some work to be done on the inside of your unit, or other projects (at your expense), please feel free to contact Tim at 421-1078 and he will be happy to provide fair estimates for work

WE NEED YOUR PROXY

All owners have been mailed a notice of our Annual Meeting as well as a proxy in the event they are unable to attend the meeting.

It very important that you fill out, sign and return the proxy. The purpose of the meeting is to elect the Board of Directors for the next year. Unless enough members attend the meeting or return the proxie, we cannot have the election.

So, PLEASE RETURN the proxy, even if you are planning to attend the annual meeting. You never know!

You don't have to be an accountant. If you have ever written a check or balanced your checkbook, you can do this.

We hired an accounting firm to keep the books and prepare the reports. And yes, you would have to be able to read and sign your name.

The only real qualification is a desire to help.

City Pet Licenses

City Pet Licenses
2012 Licenses Now On Sale….

The City of Chattanooga requires that proof of spay/neuter be provided by your veterinarian on a current rabies vaccination certificate.  Pet licenses are required by law for every dog and cat over the age of three (3) months in the city of Chattanooga.  If you pet is found to be without a license by a McKamey Animal Services Officer, Park Ranger, or Chattanooga Police Officer you will be ticketed to city court and fined an additional $20 late fee.  City licenses are effective from January 1 to December 31 during the year of issuance.  The McKamey Animal Center is the official animal control agency of the city of Chattanooga.
